PUBLIC REVIEW MEETING NOTICE: HOME-ARP Allocation Plan

HOME-APR ALLOCATION PLAN 

The Cobb County CDBG Program Office will hold a Virtual Public Meeting at 11:00 a.m. on Thursday, December 16, 2021 to receive comments for the proposed allocation plan for the Program Year (PY) 2021 HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program.

The HOME-ARP Allocation Plan, which describes the distribution of HOME-ARP funds and identifies any preferences for eligible activities, will be submitted to the U.S. Department of Housing and Urban Development (HUD). The HOME-ARP Allocation Plan is available for review on our website at www.cobbcounty.org/cdbg.

A 15-day Public Comment Period commences on Tuesday, December 14, 2021, and will conclude on Monday, January 3, 2022.

HOME-ARP OVERVIEW

The American Rescue Plan (ARP) provides $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds will be administered through HUD’s HOME Investment Partnerships Program (HOME).

COBB COUNTY’S HOME ARP ALLOCATION: $5,551,090

ELIGIBLE QUALIFYING POPULATIONS

  • HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations: Homeless
  • At-risk of homelessness
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
  • In other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability
  • Veterans and families that include a veteran family member that meet one of the preceding criteria.

ELIGIBLE ACTIVITIES

HOME-ARP funds must be used to primarily benefit the qualifying populations through the four eligible activities:

  1. Tenant-Based Rental Assistance (TBRA)
  2. Production or Preservation of Affordable Rental Housing
  3. Provision of Supportive Services
  4. Acquisition and Development of Non-Congregate Shelter Units (NCS)
