Part-Time GIS Analyst

Position Information

This part-time position will be assigned to the Cobb County Elections and Registration Department. This position works up to 29 hours per week but may require more hours during the election season.

Essential Functions

  • Creates and manages datasets; designs and edits geographical databases; creates and modifies data files by entering electronically converted data into appropriate database system; creates and maintains edit controls on changes to data sets; established and maintains attribute and graphic links between datasets; identifies and traps errors and potential errors within datasets; and provides feedback to the database administrator.
  • Organizes geospatial data; creates new data layers for mapping projects; updates existing data sets to add features or information; ensures the accuracy of data from co-workers and outside sources; and organizes and arranges data for easy accessibility.
  • Performs GIS analysis, data modeling, and mapping: performs statistical and quantitative spatial analysis; and reviews current and incoming data for accuracy, usefulness, quality, and documentation.
  • Provides technical support for custom applications and packaged software products; troubleshoots problems; provides solutions; trains staff; consults with users to determine requirements impacting the development and implementation of the GIS system; tests and evaluates new hardware and software; and assists end users with GIS and mapping related work and problems.
  • Operates and maintains geographic information system (GIS): creates, maintains, and updates data in GIS database; enters data from various sources into GIS system; maintains the system by cleaning up and manipulating files and data as necessary; assists with developing and implementing system-standards for input and upkeep of data; maintains, administers, and troubleshoots GIS software and hardware; and makes recommendations as to the expansion and overall enhancement of the system.
  • Coordinates GIS aspects of departmental projects; manages geospatial data; designs and queries databases; conducts advanced GIS analysis and modeling; analyzes complex geographic data; conducts an analysis of datasets and databases; produces digital statistics; compiles data and submits related reports.
  • Analyzes complex geographic data: queries databases for analytical information and conducts an analysis of datasets; produces digital statistics; conducts research of maps, legal/court records, computer databases, Internet sites, hardcopy materials, or other sources as needed; and collects and organizes data for report generation.
  • Translates data formats and imports data from diverse sources; develops conversion procedures and establishes specifications for the production of maps and plots; converts data from spreadsheets or other files into CSV files suitable for use in the GIS system; and converts GIS data files into acceptable formats for the general public, utilities, IT, and co-worker use.
  • Performs other related duties as assigned.

Minimum Qualifications

Bachelor's Degree in Computer Science, Geography, Geographic Information Science, or related field required; supplemented by one year of experience in geographic information systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licenses and Certifications

Must possess and maintain a valid Driver's License.

Part-Time Registrar

Position Information

This part-time position will be assigned to the Cobb County Elections and Registration Department working up to 29 hours per week. The Elections and Registration Department can be extremely busy throughout an election cycle, and the Part-Time Registrar will be required to be available for work a month prior to an election, election day, and the week after an election.

Normal business hours are Monday - Friday from 8 am - 5:00 pm; however, this position will require a flexible schedule including evening and weekend hours during the time coming up to an election or advance voting.

The starting pay for this position will not exceed $17.51 per hour.

A Data Entry and Microsoft Excel skills test will be required for all applicants.  The skills testing information and link will be sent via email prior to the closing date of this job announcement for applications received that successfully meet the qualifications for this position. 

Essential Functions

  • Coordinates and provides administrative/clerical support for elections and registration: processes a variety of documentation associated with elections operations within designated timeframes and per established procedures; works with and provides guidance and assistance to administrative/clerical staff assigned to divisions or work units within the department to ensure uniform and cooperative work efforts; and maintains confidentiality of departmental documentation and issues.
  • Depending on the area of assignment, responsible for assisting in the planning, staffing, and conducting advance voting locations for each election or executing advance by mail ballot voting for each election; including coordinating with staffing agencies, reserving facilities, evaluating, hiring, and training clerical/poll workers.
  • The position ensures that evidence is audited and retained as required by Georgia Law and SEB Rules and Regulations.
  • Assists with presentations and projects as assigned by the elections leadership team.
  • Assist Elections leadership staff with mail-in ballots, provisional ballots, overseas ballots, and other duties as necessary.
  • Maintains accurate and up-to-date voter registration data and files and assists the public either by telephone or in person, with voter registration application information and elections information as needed.
  • Provides public assistance in responding to telephone calls, assists the public with requesting information and responding to questions, and performs manual filing and scanning of voter applications and forms.
  • Assists other voter registration specialists in interpreting and reading city and county map boundaries for proper precinct locations and assists with mail-in ballots, provisional ballots, overseas ballots, and other duties as necessary.
  • Performs customer service functions; provides information/assistance regarding elections services, activities, procedures, fees, or other issues; distributes forms/documentation as requested; responds to routine questions or complaints; researches problems/complaints and initiates problem resolution.
  • Processes a variety of documentation associated with elections within designated timeframes and per established procedures; receives, reviews, records, types, and/or distributes documentation; enters data into computer systems; logs, tracks, or maintains records regarding department activities; compiles data for further processing or for use in the preparation of department reports; files, maintains, and stores hardcopy records.
  • Performs data entry functions by keying data into a computer system; enters, retrieves, reviews, or modifies data in a computer database; scans documents into a computer; verifies the accuracy of entered data and makes corrections; indexes documents; develops databases and computerized reports. Types/send e-mail messages; screens incoming e-mail messages. 
  • Assists the Election’s Warehouse in regard to voting equipment and election supplies.
  • Performs other related duties as assigned.

Minimum Qualifications
High School Diploma or GED required; supplemented by three years of administrative or customer service, or clerical, experience, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Seasonal Clerk – Absentee Divisions

Under the direction of the Absentee Supervisor, the Seasonal Clerk has responsibilities involving Absentee by Mail and Advance Voting and projects as assigned. Your schedule is based on the needs of the Elections Department. This is not a part-time position, it is a seasonal position. There are no set schedules and you may be assigned to work at any of our Advance Voting locations. A partial list of tasks that could be assigned are sorting and processing mail, answering phones, processing applications for Absentee Ballots by Mail, issuing ballots, voting in-person voters, various clerical and data entry tasks, accepting returned ballots, and preparing ballots for tabulation.

Requirements:

  • Must be a U.S. Citizen
  • Must be a current Cobb County Resident and a registered voter
  • Must be a minimum of 18 years of age
  • Must have the ability to read/write/speak the English language, bilingual is helpful but not necessary
  • Must be able to work as needed (some days up to 10-12 hours). This is a full-time seasonal position with no set schedule. 
  • Must be able to stand, sit, bend and manipulate documents.
  • Basic computer skills are needed
  • Must not hold a current Public Office position
  • Election experience is preferred but not required.
  • At least ten years must have passed since satisfying all terms of any Felony conviction
  • Documentation of GED/ high school education or higher required

Starting Pay Rate: $17/hour with NO BENEFITS

Employment is contingent on passing a mandatory County Background Check.

Under the direction of the Registration Supervisors, the Seasonal Registration Clerk has responsibilities involving voter registration, provisional voting research, customer services, and projects as assigned. Your schedule is based on the needs of the Registration Department. This is a seasonal position, so therefore there are no set schedules and you may be assigned to work beyond standard office hours times during early/advance voting, on election day, and days after the election. A partial list of tasks that could be assigned are processing voter registration applications, customer service for citizens/voters via phone and in-person, election night provisional tasks, voter registration data entry tasks, and other clerical duties as assigned. Dedicated candidates to be considered for this position, must possess and uphold Voter Registration’s high standards of confidentiality in dealing with sensitive information, and absolute keen attention to details with data entry and/or research. Must be able to adapt to a sometimes highly intense, fast-paced environment, completing various tasks on time and on schedule. Candidates must be committed to the days required during an election cycle (starting 45 days prior to an Election).
