Precinct Duties
Cobb County is divided into five precincts. Each precinct covers a specific geographic area and is assigned officers who are primarily responsible for all 911 calls and police services in the precinct. Each precinct contains a Criminal Investigations Unit (CIU) which is responsible for the investigation of property crimes in their assigned area.

Includes the Cumberland/Galleria, Vinings, and Smyrna areas

Includes the Sandy Plains and Johnson Ferry areas

Major Andy Hite

Precinct 1 Commander: Major Ben Cohen
Major Ben Cohen started his career with the Cobb County Police Department, after serving in the U.S. Marines, in 1998. Throughout his career, he has served in Uniform Patrol at every level. He has also worked as an officer and supervisor in the gang unit, Special Operations, SWAT and the Organized Crime Unit. As a captain, Major Cohen has worked as an assistant precinct commander at precincts 3 and 4, he was assigned to the Chief’s office as the Chief of Staff and his last assignment was the Director of Training. He earned a Bachelor of Arts from Reinhardt University in Organizational Management and Leadership, a Masters of Public Administration also from Reinhardt University and is currently completing a Masters of Homeland Security Studies from the Naval Post Graduate School.

Precinct 2 Commander: Major Robert Fisher
Major Fisher has served with the Cobb County Police Department since 1989. He served in the Uniform Patrol Bureau as an officer, Field Training Officer, and a supervisor. He also served in the Special Operations Unit as an officer and a supervisor. Additionally, he served as a member and supervisor of the Cobb County Police Department Honor Guard. Major Fisher served in the United States Air Force (Reserve) retiring in 2008 with over 20 years of service. Major Fisher is a Georgia P.O.S.T. Instructor and earned Georgia P.O.S.T. Supervisory and Managerial certifications. Major Fisher attended Georgia Law Enforcement Command College Professional Management Program, earned a Bachelor of Science in Criminal Justice from Thomas University and a Master of Science in Criminal Justice from Lamar University.

Major James Bullock

Precinct 3 Commander: Major James Bullock
Major Bullock has been employed with the Cobb County Police Department for over 30 years starting in 1991. During his 30 years of service, he has worked a variety of assignments to include Uniform Patrol, Criminal Investigations, DUI Task Force, Internal Affairs, SWAT, Ranger Services, Cobb Anti-Gang Enforcement (CAGE), and Narcotics. He has served at every level from uniform patrol officer to his current assignment as the Commander of Precinct 3 in Southeast Cobb. He holds a Master’s Degree from Lamar University and bachelor’s degree from the Troy University in Criminal Justice and is a proud graduate of the 277th class of the FBI National Academy.

Major Brian Batterton

Precinct 4 Commander: Major Brian Batterton
Major Batterton has served with the Cobb County Police Department since 1995. Throughout his career, he has served in the Uniform Patrol Bureau both as an officer and as a supervisor, the Criminal Investigations Unit, the Training Unit, the Chief’s Office as an Adjutant and Legal Officer, and the Training Center Commander. Major Batterton has also served in both the Alabama and Georgia National Guard. Major Batterton earned a Bachelor of Science in Criminal Justice from Georgia State University and a Juris Doctor from John Marshall Law School in Atlanta, Georgia. He is currently a member of the State Bar of Georgia.

Major David Ellis

Precinct 5 Commander: Major David Ellis
Major David Ellis grew up in West Cobb, graduating from Osborne High School in 1975. He received his associates degree from Kennesaw Jr College 1977 and graduated from Georgia State University in 1980. He obtained his master’s degree in Public Safety Administration from Columbus State University. Major Ellis is in his 31st year with the Cobb County Police Department. He began his law enforcement career with the Powder Springs Police Department in 1978, moved to the Marietta Police Department in 1982 and came to Cobb County PD in 1990. Prior to his assignment at Precinct 5, Major Ellis was the longest tenured detective in the Investigative Division. His previous assignments include, Commander of the Organized Crime Unit, Commander of Internal Affairs, and Lt in Robbery/Homicide. He lives in Powder Springs with his wife Kathy. They have been married 43 years and have two married sons and two granddaughters.
