Precincts

Precinct Duties

Cobb County is divided into five precincts. Each precinct covers a specific geographic area and is assigned officers who are primarily responsible for all 911 calls and police services in the precinct. Each precinct contains a Criminal Investigations Unit (CIU) which is responsible for the investigation of property crimes in their assigned area.

Major Andy Hite began his law enforcement career with the Cobb County Police Department in February of 1996 as a uniform patrol officer at Precinct Four. He has served in various positions to include, uniform patrol, SWAT, DUI Task Force, VIPER, Internal Affairs and Organized Crime. Additionally, Major Hite has served as the Adjutant to the Chief of Police as well as the Chief of Staff. Major Hite earned a Bachelor of Arts in Criminal Justice from the University of Alabama in 1995 and is currently attending Columbus State University’s Command College to obtain a Master’s Degree in Public Safety Administration.

Major Owens has been employed with the Cobb County Police Department since 1989. He has a total of thirty years of law enforcement servicewith Cobb County Police Department.  During his career, he has worked various assignments to include Uniform Patrol, Criminal Investigations, Special Operations, Adjutant to the Chief of Police, SWAT, Ranger Services and Animal Services. He also is a certified General Instructor. He currently serves as the Commander of Precinct Two.  Major Owens, is a proud graduate of the FBI National Academy Class#225. He also holds a Bachelor’s Degree in Criminal Justice from Saint Leo University and a Master’s Degree in Public Administration from Columbus State University.

Major Barry Little

Major Little started with the Police Department in July 1992.  He has been assigned throughout his career to Precincts 1, 2, 3, and 5, as well as CAGE, Criminal  Investigations, Auto Theft, and the Tactical team.  While holding these various positions, he served continuously on S.W.A.T. for 17 years.  He is the Coordinator for the Peer Support Team and Chaplain program, and serves as one of the Primary Incident Commanders.  Major Little holds his degree in Youth Ministry and teaches Bible school at his church.

Major Batterton has served with the Cobb County Police Department since 1995. Throughout his career, he has served in the Uniform Patrol Bureau both as an officer and as a supervisor, the Criminal Investigations Unit, the Training Unit, the Chief’s Office as an Adjutant and Legal Officer, and the Training Center Commander. Captain Batterton has also served in both the Alabama and Georgia National Guard. Major Batterton earned a Bachelor of Science in Criminal Justice from Georgia State University and a Juris Doctor from John Marshall Law School in Atlanta, Georgia. He is currently a member of the State Bar of Georgia.

Major Kucynda began his law enforcement career with the Cobb County Police Department in April of 1996. He was initially assigned to Precinct 3 as a uniform patrol officer on Morning Watch. Major Kucynda has since served in various capacities to include Field Training Officer, Advanced Training, Uniform Patrol sergeant and lieutenant, Crimes Against Persons sergeant and lieutenant, Internal Affairs lieutenant, Organized Crime/Intelligence captain, and Major Crimes captain. Major Kucynda earned a Bachelor of Science in Justice Systems from Truman State University (Missouri) in 1995.
