Years ago a Cobb Elementary School determined poor test scores came from a transient student body moving in and out of nearby apartment complexes. One complex started an after-school program that gave kids a safe place to go after school, provided them a learning environment, and eventually persuaded families to stay in the area. Scores went up.
The program, called "Star-C", caught on even though the original complex was sold and went into disrepair. Now that same complex has been bought by a new company, renovated, and lo-and-behold they are bringing back the after-school program that was formed on the property years ago!
